Thailand’s Securities and Exchange Commission finalized regulations on Thursday allowing cryptocurrency exchange-traded funds to be listed on the country’s main stock exchange, with the initial launch limited to Bitcoin and Ether.

According to the commission, the new framework will take effect on October 16, 2026. It also requires these funds to be listed and traded exclusively on the Stock Exchange of Thailand, meaning investors will access them through a regulated domestic channel rather than relying on offshore platforms or structures.

At the same time, the regulator clarified that products linked to foreign crypto funds, such as depositary receipts, will not be permitted initially. Thai brokers will also remain prohibited from facilitating retail investors’ investments in offshore crypto funds, except for institutions and certain ultra-high-net-worth individuals.

This change opens a new route for investors in Thailand to gain investment exposure to Bitcoin and Ether through the local stock market. The regulator has also amended its rules to allow mutual funds and private funds to invest in crypto funds established in Thailand, whereas previously investment was limited to foreign funds only.

The rules also include clear operational safeguards: brokers are prohibited from providing margin loans to buy these funds, and fund assets must be held by digital asset custodians supervised by the regulator. Investors must also receive sufficient information about the products and confirm that they understand the risks before trading begins.

Structurally, crypto exchange-traded funds must be managed as passive investment vehicles designed to track the price of the digital asset in which they invest. They should also maintain net exposure to a single digital currency, averaging at least 80% of net asset value during each financial year.

The regulator held consultations on the proposed principles in April and May, then published draft regulations in August and September. It said most participants expressed support for the proposals.

For the local market, this regulatory framework may provide a clearer channel for institutional and retail investors to access major digital assets through the exchange, while implementation remains subject to strict regulatory safeguards.
