U.S. crypto regulation has taken another step forward.
This time, it’s not simply issuing guidance or making slogans—it’s the CFTC officially launching the first step in the rulemaking process.
📌 But don’t jump to the conclusion that “new rules are already in place.”
This is only the beginning. What’s really worth watching is whether, if things proceed smoothly, the U.S. Commodity Futures Trading Commission’s approach to crypto regulation gradually shifts from the relatively flexible guidance of the past to formal, binding rules.

What does this mean for the crypto market as a whole?
First, let’s look at what the CFTC is actually doing.
Under the existing rulemaking process, regulators usually need to define the scope of a rule, invite public comment, and then revise the text based on industry feedback before a final rule can be adopted.
In other words, there’s still a long way to go from the “first step” to a “final rule.” ⏳
And this period is, in fact, when the market should be paying the closest attention.

Exchanges, crypto companies, legal organizations, and other market participants can all submit comments during the formal public comment period.
If industry feedback is strong, the rules could be substantially revised or even put on hold.
🔥 So the real question right now isn’t “What rules has the CFTC already introduced?” but:
Which crypto assets and trading activities is it planning to bring under a clearer regulatory framework next?

The CFTC has previously advanced crypto-related regulatory work under frameworks such as CTX and CAM, and has separately pursued rulemaking targeting crypto asset trading.
Taken together, these steps suggest that U.S. regulators are trying to define the boundaries of crypto market regulation more clearly in formal rules.

This could have a very direct impact on exchanges and market participants.
Clearer rules may mean higher compliance costs, but on the other hand, the market could also benefit from more clearly defined regulatory boundaries.
