□ Can allocations be independently verified? Can a third party check the recipients and amounts for each round?
□ Does greater use make the system stronger, or hollow it out? As participation grows, can matching and incentives create a virtuous cycle, rather than being drained by short-term arbitrage?
□ Does it solve a real problem? Does it ease the “free-rider” problem in public goods, or merely describe it differently?
