The Trump administration has dropped another bombshell on the AI sector.
Jay Clayton, former SEC chair and current Director of National Intelligence, has been appointed the Trump administration’s new AI lead, while continuing to oversee the U.S.’s 18 intelligence agencies.
And he has been given just one deadline: 120 days.

📌 Over those 120 days, he must lead a team of senior federal officials and submit a report on AI’s opportunities and risks, as well as how deeply the U.S. government should get involved. More notably, the Trump administration is no longer content to discuss ordinary “artificial intelligence.” On September 29, Trump signed an executive order directing federal executive agencies to use the term “superintelligence” in relevant official and non-legislative documents.

The U.S. is elevating AI beyond a purely technological and industrial issue, bringing it further into the realm of national strategy and national security.
Clayton’s new role is also highly unusual. With one foot in the intelligence community and the other in AI policy coordination, future discussions may place AI regulation, security, chips, infrastructure, and even military applications within a single strategic framework.
And there is another competitor the U.S. is truly concerned about—China.

Washington hopes to maintain its lead in advanced models, chips, and AI infrastructure, while also having to confront risks involving homegrown models, cybersecurity, and military AI.
⚠️ Here’s the dilemma:
Overly strict regulation could slow the growth of U.S. companies; overly lax regulation could amplify security risks. The Trump administration currently seems to lean toward the view that “regulation must not slow down the U.S. in AI.”

So what’s really worth watching in this 120-day report isn’t whether it’s just another policy document, but how the U.S. plans to strike a balance between “AI development” and “AI safety.”
