Jay Clayton, the former chair of the U.S. Securities and Exchange Commission (SEC) and current Director of National Intelligence, was named as the organization’s top leader and is widely viewed by the public as the government’s newly appointed “AI czar.”
In the field of encryption, Clayton is a familiar and controversial figure. During Trump’s first term, while he served as chairman of the SEC, he led the strategy of the institution “using enforcement in place of regulation.” During his tenure, he brought 57 lawsuits against cryptocurrency companies. In particular, in December 2020, just before leaving office, he signed the lawsuit documents against Ripple, accusing the company’s issued XRP of being an unregistered security. This case became an important precedent for the SEC’s subsequent lawsuits against other crypto projects.
