138 million USD from the IMF flows into El Salvador — exchanged for state-level Bitcoin control rights.

Bukele receives the disbursement after the IMF completes the second and third review rounds. But reading the accompanying conditions, it’s completely different from a victory declaration.

El Salvador must stop accumulating $BTC using public funds, transfer the Chivo Wallet to the private sector, and tighten the regulatory framework with crypto service providers. The IMF confirms that the recent increase in BTC comes from private donations and the immigration investment settlement program — not budgetary money — and therefore should be exempted.

I read this news as neutral, not bullish. The IMF is no longer directly confronting Bitcoin — they are accepting it in a pragmatic way: it can exist, but it cannot be used as a target for the national budget to buy. That is the boundary they are setting.

$BTC is trading around 85.261 USD at the time of writing. For holders or traders, the practical question is: is the ETF-related capital flow driven by this news a risk or a chance to buy the bottom?
