On October 2, the Japanese government announced a new round of sanctions against Russia, adding 33 entities including the Russian cryptocurrency exchange Garantex, as well as nine individuals, to sanctions lists such as asset freezes, imposing restrictions on making payments to the relevant parties and conducting capital transactions. Japan also imposed service and financing restrictions on 35 vessels in Russia’s “shadow fleet.” Garantex had previously been sanctioned in multiple places, including the United States and the European Union, for allegedly helping relevant Russian entities evade financial sanctions.
