Institutions want to allocate assets, but they weren’t sure who could provide custody.
The new framework offers two paths.
One is conditional self-custody.
The other is custody with state trust companies.
Both the thresholds and disclosure requirements are spelled out.
The compliant route is clearly defined.
The entry cost for funds will drop a bit.
With the new division of responsibilities, the custodians will take on more obligations.
Audit and insurance costs will rise.
The pressure on small and mid-sized institutions will be even greater.
For the rules to be fully implemented, the public comment period must still run its course.
It won’t happen quickly.
Over the past six months, institutions have been asking about this issue.
Now we finally have text that can be cited.
More detailed implementation guidelines will have to wait for the next draft.
What the industry is really waiting for is certainty.
This isn’t a relaxation.
