This is a general announcement. The products and services mentioned here may not be available in your region.

This announcement AFFECTS ONLY users in Brazil.

Dear Binancians,

To meet local regulatory requirements, Binance will make changes to crypto withdrawal and deposit procedures for users in Brazil. The changes are based on Central Bank of Brazil (BCB) Resolution No. 521/2025, which amends BCB Resolution No. 277/2022 and includes international transfers of virtual assets within the framework of Brazil’s foreign exchange market.

In the coming days, Binance will release more details about the transfer of operations to Brazil. This announcement is published in advance to notify users beforehand about the changes to the user experience.

Starting on November 1, 2026, users will need to provide additional information when sending crypto to an account with the same account holder outside Brazil, or when receiving crypto from an account with the same account holder abroad. The rules also apply when sending or receiving crypto to or from a non-resident individual or company in Brazil. This is a mandatory requirement, and the collected information is reported monthly to the Central Bank of Brazil.

Important: this update is not the implementation of the Travel Rule. The Travel Rule requirements for Brazil will be implemented in phases in 2027 and 2028 and will be communicated separately. The changes described here relate exclusively to the Central Bank’s foreign exchange rules for virtual assets (BCB Resolution No. 521/2025).

Changes to Crypto Deposit and Withdrawal Procedures:

  • Binance crypto withdrawals to a non-resident: you will be asked to state the purpose of the transfer and confirm who the beneficiary is (individual, company, exchange, etc.).

  • Binance crypto deposits from a non-resident: you will be asked to state the purpose of the transfer and confirm who the sender is. The deposit will remain pending until the information is provided.

  • Transfers within Brazil (to or from Brazilian platforms or residents in Brazil): no change.

Which Transactions Are Affected:

This update affects international crypto deposits and withdrawals—that is, transfers where the counterparty is outside Brazil, including transfers to your own account on a foreign exchange and transfers to or from self-custody wallets.

Required Actions:

When making an international deposit or withdrawal, users will see a pop-up window. The steps are:

1. Sending Crypto Assets from Binance to a Foreign Exchange or Self-Custody Wallet

  • Purpose of the transfer: select from a short list (for transfers up to USD 50,000 or the equivalent in other currencies or assets) or search the full list of purposes defined by the Central Bank (for transfers above USD 50,000). Examples: transfer to your own account, purchase of goods, services, donation, travel.

  • Who the beneficiary is: confirm the type of beneficiary (individual, company, financial institution, etc.) and their identification details. This field is pre-filled with the information you already provided and can be adjusted.

  • Only for legal entity accounts: confirm whether the beneficiary is a company from the same economic group.

  • If you are sending assets to yourself on a foreign exchange, the purpose will be pre-filled and you just need to confirm.

  • If you are sending assets to your own self-custody wallet, you only need to confirm that you are the wallet holder.

2. Receiving Crypto Assets from a Foreign Exchange or Self-Custody Wallet

Go to your Binance account’s crypto deposit page and click the pending credit transactions. A pop-up window will request the same information (purpose of the transfer, who the sender is including their identification details, and for legal entities, confirmation of the economic group). After completing the form, the deposit is credited.

Transaction Limits:

In line with the Central Bank’s rules, international crypto transfers to or from counterparties that are not authorized to operate in Brazil’s foreign exchange market are limited to USD 100,000 per transaction. This limit may be increased to USD 500,000, which will be communicated to clients in advance. Transfers above this limit will not be processed through the standard flow.

What Happens if the Information Is Not Provided:

The transaction may not be processed if the required information is not provided. Withdrawals cannot be sent without completing the questionnaire, and deposits will remain pending until the information is provided. In some cases, we may need to return the crypto assets to the sender.

Users can correct the information provided after submitting it by contacting Binance Customer Support.

Notes:

  • No action is required for users who do not make international crypto transfers.

  • Transfers within Brazil are not affected.

  • This update is not related to the Travel Rule, whose implementation will be phased in during 2027 and 2028.

We appreciate your understanding as we work to ensure compliance while maintaining a smooth experience for all users.
