Today, the Financial Services Commission of Korea further clarified the rules: stocks, bonds, and funds can all serve as underlying assets for tokenized securities (STO). Related regulations are scheduled to begin on February 4, 2027.

🇰🇷 **Financial Services Commission (FSC) of South Korea** expands the scope of STOs Stocks, bonds, and funds, which were previously limited to fractional investment, will be further extended to traditional securities.
Phase 1: February 2027

Trust-based tokenization of unlisted stocks
Public fractional investment securities
Phase 2: Gradually expand to publicly offered securities
Phase 3: Explore and combine with stablecoin settlement to enable on-chain settlement
South Korea also plans to establish a corresponding over-the-counter (OTC) trading framework. For ordinary investors, the annual net buy limit per OTC exchange is 100 million KRW.
What it means for crypto/RWA
This is not simply “South Korea allows issuing a few security tokens,” but an attempt to gradually connect:
Traditional securities → Tokenization → On-chain trading → Stablecoin settlement
Of particular note is that the South Korean authorities have already clearly stated that they are researching stablecoins as the underlying infrastructure for on-chain settlement in Phase 3.
