Key Changes: Three Major Reforms

Full Elimination of Fil+
All newly sealed sectors will automatically receive 10x quality-adjusted power (QAP). There will be no need to apply for DataCap or go through manual review, fully addressing issues under the old mechanism such as low efficiency and centralization.

Split Block Rewards into Three Streams
w1 (Consensus Stream)
Continue rewarding block producers, but the share will gradually decrease from 95% to 50%.
w2 (Service Stream)
An initial 5% of the reward stream will go to “Service Orchestrators,” rewarding the behavior of bringing in real, paying customers. This percentage may increase by 5% each quarter, provided that the on-chain Filecoin Pay transaction volume meets the requirement.
w0 (Burn Stream)
Rewards that do not meet service targets will be directly burned, creating a deflationary constraint.

Introduce New Governance Smart Contracts
Establish a “Weight Set Executor (SWA)” and a “Service Reward Executor (SRA)” to manage the allocation rules, along with a dedicated governance repository.
