General Assembly general debate, calling it "collective punishment" aimed at triggering a humanitarian crisis in Cuba. Rodriguez said Cuba is a peaceful country, called the U.S. claim that Cuba is a threat "nonsense," and said Cuba poses no threat to the United States and is ready to talk on the basis of sovereign equality and respect for international law.
