The U.S. Commodity Futures Trading Commission (CFTC) has filed a lawsuit against Cash FX Group and three individuals, in a foreign exchange market investment case related to cryptocurrencies with a purported value of $950 million.
The Commission said the complaint was filed on Friday in the U.S. District Court for the Middle District of Florida, accusing the defendants of operating a multilevel marketing scheme in the form of a Ponzi scheme, by collecting and accepting more than $950 million on the claim that it would be used to trade foreign exchange contracts for individuals within a commodity complex.
As stated in the complaint, the defendants are Cash FX and its Chief Executive Officer, Huascar Jose Lopez Castillo, from Brazil; The Conversion Pros and its Chief Executive Officer, Ronald Pope, from Oregon; and Justin Halladay from Florida.
What does the CFTC allege?
The Commission says the company made participants promises of weekly returns of up to 15%, claiming that the pool’s funds were managed by expert traders using proprietary algorithms and artificial intelligence. But the CFTC alleges that actual activity in forex trading was extremely limited.
The complaint also alleges that Cash FX took most of the participants’ funds and used new contributions from the participants themselves to pay purported trading profits, while millions of dollars were transferred to each of the defendants.
The Commission further added that the company provided misleading accounting statements to participants, and that investor losses totaled at least $406 million.

This lawsuit comes as U.S. regulators continue to increase scrutiny of activities that combine forex, payments, and digital assets—especially when high-return promises or multi-tier structures are used as a front to attract funds.
David I. Miller, Director of Enforcement, said the Division refocused its efforts on its core mission of protecting the public from fraud and manipulation, adding that the case reflects a commitment to pursue fraud wherever it is found.
This case highlights the importance of compliance for operators and service providers connected to forex and cryptocurrencies in the United States, particularly when financial products intersect with unverified investment claims or unrealistic returns.
