The Bank of Russia has officially announced the date for accepting applications for licenses for cryptocurrency trading platforms and custody services (custody/guardianship) on October 5, 2026.
⚡ In short, here’s what the new law includes:
⚙️ Completion of regulations: The central bank aims to finalize all remaining regulations by the end of October this year to fully prepare the market.
🌍 International payments: The use of crypto for domestic payments is completely prohibited, and it is allowed without restrictions only for international and cross-border commercial settlements (to facilitate imports and exports).
🛡️ Retail investor cap: Ordinary investors are allowed to buy the main liquid crypto asset (i.e., major cryptocurrency) for a maximum of 300,000 rubles per year (about $3,600) after passing a mandatory test.
While U.S. markets face legislative uncertainty and delays with the CLARITY Act, Russia is moving quickly to impose a formal framework for crypto markets and put them to economic use.
