The Bank of Russia has finalized the procedures for admitting crypto exchanges, digital depositories and operators of certain digital-rights information systems to official regulatory registers.

The new rules take effect on October 5, 2026, after being registered with Russia’s Ministry of Justice. The framework sets requirements for market participants, including documentation, management qualifications and the process for being added to the regulator’s official registers.

This comes after Russia’s broader cryptocurrency law took effect on September 1, creating a legal framework for cryptocurrency transactions through regulated intermediaries.

Under the framework, qualified and non-qualified investors can access cryptocurrencies under different conditions, while using crypto as a means of payment inside Russia remains prohibited. The law also allows certain cross-border cryptocurrency transactions.

The Bank of Russia has also been developing requirements for digital depositories, which will record ownership and transactions involving cryptocurrencies and digital rights.

The key development is clear: Russia is moving from broad crypto legislation toward a formal regulatory infrastructure covering exchanges, custody and market access.
