Wu Shuo learned that the Central Bank of Brazil (Banco Central do Brasil) has issued Resolução BCB nº 588, amending the existing rules on anti-money laundering and counter-terrorism financing, to bring virtual asset transfers between self-custody wallets within the scope of certain transaction reporting: starting from October 1, 2026, virtual asset transactions that involve transfers out to self-custody wallets or transfers into self-custody wallets, with an amount equal to or exceeding the equivalent of USD 10,000, will be subject to this requirement. The new rules are aimed at reporting obligations and do not establish a ban on transfers between self-custody wallets or impose an upper limit on amounts; the resolution itself also does not require automatic aggregation for multiple transactions below USD 10,000.
