Beyond the bad question about concealed cash, the real question is this: does borrowing finance the production of tomorrow?

The Governor of the Central Bank of the Congo, André Wameso, recalls that the DRC is among the world’s least-indebted countries and argues that debt is not bad when it is used to invest for future generations.

Debt taken on to finance consumption disappears quickly. By contrast, debt invested in energy, infrastructure, ports, roads, digital technology, or agriculture can generate new wealth over several decades.

Economic history shows that several countries have used borrowing as a lever for transformation when it was directed toward productive investment. South Korea is often cited as a striking example in which the financing mobilized contributed to the development of infrastructure, energy, strategic industries, and exports—laying the groundwork for its current economic strength.

For the DRC, the debate should therefore not focus only on the billions borrowed, but on what they will make it possible to build: dams, ports, railways, digital networks, industrial zones, and production capacity capable of creating value sustainably.

And since we are talking about future generations, another project is already taking shape: cryptography and sovereign digital currencies.

The world is preparing for a new stage in which trust will rest as much on cryptographic signatures, secure networks, and digital registries as on traditional paper money. Blockchain, cybersecurity, and central bank digital currencies will be part of tomorrow’s economic tools.

Tomorrow, this sovereignty could also be expressed in a secure digital environment, designed according to the realities, interests, and ambitions of the DRC.
