The CLARITY Act fell 11 votes short of the 60 needed for Senate passage after a Sept. 15 cloture vote ended 49-50, with one senator not voting. According to NS3.AI, four Republican senators who supported the motion also backed a bank-supported amendment that would impose tougher restrictions on stablecoin rewards.
No new vote has been scheduled, while negotiators are also seeking Democratic support for stronger ethics provisions.
