According to Lu Lei, vice governor of the PBoC, artificial intelligence technologies are creating new financial risks, including algorithmic opacity and model hallucinations. He spoke on September 18 at the Forum on China-ASEAN Financial Cooperation.

Lu emphasized that AI systems can analyze the underlying behavioral patterns of human beings, while humans struggle to understand the AI’s internal decision-making processes. This “asymmetrical understanding” between humans and AI poses major challenges for the financial sector. Lu said the central bank is willing to strengthen cooperation with ASEAN countries in order to jointly assess financial risks related to AI and to develop security frameworks suited to digital and intelligent development.
