$ARC Circle Mints 10 Billion ARC and Distributes to 11 Addresses, What's Actually Happening?

Circle has completed minting 10 billion ARC tokens and distributed them to 11 addresses via intermediary wallets. The news was picked up on-chain by Bubblemaps and spread quickly through the community.
What's behind this number?

This is not a public token sale. Circle made it clear: minting 10 billion ARC is a technical milestone, not a commitment to a public launch. The 11 addresses receiving these tokens are the founding validators of Arc mainnet – including heavyweights like BlackRock, Visa, Mastercard, DTCC, ICE, and other financial institutions.

Arc mainnet officially launched on September 16, 2026, with USDC as the gas token (not ARC), sub-second finality, and over 100 apps live from day one, including Aave V4, Morpho, and Uniswap.

This is one of the most important events of September, but not for the reason many people think.

What's notable isn't "Circle minted 10 billion tokens" it's how Circle is positioning ARC. This token isn't used to pay gas fees (USDC is the gas token). ARC only has a role in security and governance, and that role only activates when Arc transitions to Proof-of-Stake in 2027.

In other words: Circle created 10 billion tokens but has no clear plan for this token to have real demand. CEO Jeremy Allaire even compared requiring businesses to buy a network token to use the network to "asking Netflix to buy Amazon stock to pay its AWS bill" – and called that "crazy".

This is a long-term bet: Circle is wagering that by 2027, when Arc moves to PoS, ARC will become a required asset for staking and governance participation. But in the meantime, this token has no market price, doesn't trade on exchanges, and has no clear utility beyond future expectations.
