The House Financial Services Committee approved H.R. 8957 (the American Reserve Modernization Act) by a vote of 28 in favor and 21 against.
What does this law do? It formally codifies the Strategic Bitcoin Reserve that already exists via Trump’s executive order, requiring that the government’s Bitcoin (obtained through seizures, not purchases) be held for at least 20 years, and that it cannot be easily sold with a simple change of administration.
It also creates a system of public reporting and independent audits on how much Bitcoin the U.S. government actually has.
Important: this is NOT the same as the Clarity Act. It does not regulate exchanges or markets—only how the government handles the Bitcoin it already has. But it is a sign that not all of the crypto regulatory momentum died this week.
