On the same day that cryptocurrency legislation was being fiercely debated over in the U.S., the UK first clarified the rules: which businesses need to obtain licenses to operate.

On 9/16, the UK’s Financial Conduct Authority (FCA) published an official guidance covering stablecoins, exchanges, trade matching, custody of assets, staking arrangements, and more. It is expected to take effect in October 2027; the application window is expected to open at the end of this September and close at the end of February next year. This is a “scope outlined” move—not an across-the-board opening from today, nor an across-the-board ban.
