📰 Hong Kong released its first five-year plan (2026–2030) and the 2026 Policy Address in succession on September 16. One sets the direction, while the other makes the timelines for licensing, trading, settlement, custody, and pilot programs much more specific. This time, digital assets aren’t just being touted with slogans—they’re directly being connected to traditional finance.

🔥 The role of stablecoins is very clear: first, they will be subject to regulation; then they will enter licensed virtual-asset trading platforms and be used for settling tokenized money market fund products. To be honest, what Hong Kong is focusing on isn’t loosening crypto payments. Instead, it aims to make stablecoins a settlement tool between digital assets and funds/securities.

💡 Tokenization is being accelerated. From 2025 through the first half of 2026, digital bonds issued by Hong Kong account for about half of the global total. The government also plans to issue them on a regular basis. The HKMA is preparing to trial the tokenization of Exchange Fund Bills, enabling banks to use bills with a total size of over HK$1.3 trillion around the clock.

👀 The scenarios are also expanding beyond bonds to gold, commodity warehouse receipts, carbon credits, and trade finance. HKEX is aiming to launch a tokenized warehouse-receipt financing pilot with designated banks within 2027, allowing companies to obtain working capital by using commodity inventories as collateral.

Regulation, meanwhile, hasn’t been loosened either. The Securities and Futures Commission will refine guidance on licensing for virtual assets, with the rules continuing to extend to custody, trade surveillance, and anti-money laundering. In any case, the message is already very straightforward: it can be done, but it must be done within the licensed framework.
