Trump’s executive order on strategic reserves is now being turned into law. The House Financial Services Committee passed H.R. 8957 by 28 to 21 votes, called the "U.S. Reserve Modernization Act." The harshest provision: Bitcoin seized by the government through civil or criminal forfeiture must be locked up for at least 20 years and cannot be sold.
I took a look at the text and found another interesting detail. The bill also sets up a "digital asset inventory," specifically for storing seized altcoins, while Bitcoin reserves are kept on a separate track. $BTC goes into the strategic reserve, while $SOL and the like go into the inventory, each with its own category.
The market reaction was pretty muted. $BTC was quoted at 76386, up just 0.5% in 24 hours; $SOL was quoted at 99.65, up 2.6%, a bit stronger. Executive orders can be reversed, but once something is written into law it’s a lot harder to change. A 20-year dead hold actually reduces selling pressure in the short term.
