The U.S. Senate’s procedural vote rejected the CLARITY Act—49 voted in favor and 50 against (not reaching the 60-vote threshold). Bitcoin briefly plunged by over 5%, Ethereum fell by over 8%, and in just 24 hours, more than 115,000 people worldwide were liquidated. Coinbase dropped by more than 11%, and Circle fell by more than 10%.

But don’t just look at the price! Behind this is an extremely cruel truth: what the market is really selling off isn’t Bitcoin—it’s the “certainty of U.S. regulation”!

Look closely at the data: BTC dropped by about 3%, yet U.S.-listed crypto-related stocks like Coinbase and Circle crashed by more than 10%. Why? Because the value of BTC doesn’t depend on Congress issuing licenses—but how much the U.S. trading platforms and stablecoin businesses can earn, and how high the compliance costs are, are all constrained by U.S. rules. Why were 126 changes made, and not even a single Democratic “yes” vote could be secured? On the surface, it’s an ethical controversy; underneath, it’s all about the allocation of interests. Stablecoin rewards collide with the banking-deposit “cake.” DeFi protections collide with anti–money laundering enforcement power. Cross-party consensus is fragile in the face of political interests and regulatory authority.

The bill isn’t dead, but the political reality is brutally cold. With very little time left before midterm elections, the industry will have to rely even more on the administrative interpretations of the SEC and CFTC—yet administrative rules can be overturned by courts tomorrow, or by the next administration!
