CLARITY: Key procedural vote clears the 60-vote threshold first
On September 15 at 14:15 (Eastern Time) / around 02:15 on September 16 (UTC+8), the U.S. Senate will hold a procedural vote (cloture) to launch debate on H.R.3633, the “Digital Asset Market Clarity Act,” with a threshold of about 60 votes. This is not the final passage vote.
According to the Senate Daily Press and schedule documents, the motion is already set. Late on the evening of September 13, Minority Leader Schumer convened a Democratic caucus meeting to discuss remaining disagreements that have not yet fully been resolved—such as provisions related to ethics rules for government officials and clauses concerning stablecoins. The Republicans have about 53 seats; if any members oppose procedurally, supporters will still need to secure nearly 10 Democratic votes.
A White House advisor previously warned that if this vote fails to clear the 60-vote threshold, the legislative window for encryption-related market structure in this year may narrow. Even if it passes, it will only open the debate and amendment stage; there will still be multiple rounds of voting and textual negotiations before final approval.
