The U.S. Department of Justice and the Treasury Department jointly crack down on Telegram’s Chinese black market “Newbi Guarantee” (Xinbi Guarantee): With the support of the Secret Service and blockchain analytics firm Elliptic, since 08:00 on September 8 (UTC), they have frozen approximately $52.8 million in USDT, involving 52 wallets; of this, about $12 million has been seized by the Department of Justice, while the rest has been restricted from access.

On September 9, the Treasury’s OFAC listed it as a significant transnational criminal organization and sanctioned SafeW Technology in Singapore and Anwen Technology in Cambodia.

Elliptic said the platform has processed at least $24 billion in cumulative transactions since around 2022, making it the second-largest illegal online marketplace tracked by Elliptic. Since the Anti-Scam Center Task Force launched in November 2025, it has累计 restricted related assets of about $938 million. During the same period, it helped Madagascar shut down 13 scam compounds, seized more than 3,200 electronic devices, and arrested nearly 400 people.
