Having resources isn't enough.
They need to be coordinated.
A decentralized network needs protocols that determine how participants discover one another, exchange information, and contribute resources.
BitTorrent demonstrates how software protocols can coordinate large numbers of independent participants.
That coordination layer is one of the most interesting parts of decentralized infrastructure.
