Phoenix Veritas Foundation said the Hunter Biden-themed cultural token LAPTOP has been issued on Base, with a total supply of 1 billion tokens and an initial TGE circulating supply of 350 million, or 35%. According to ChainCatcher, the token is positioned as a pure cultural digital collectible with no utility, and its value is driven entirely by community sentiment.

The foundation said founders, including Hunter Biden, and the prediction mechanism each receive 30% of the supply, while community airdrops account for 20%, liquidity and the foundation treasury each take 10%, and charitable allocation makes up 5%. Founder tokens are subject to a 6-month lockup and a 24-month linear vesting schedule.

The token contract was audited by Hacken in April 2026 and was reported to have no major vulnerabilities. The foundation also said it signed lending agreements totaling 20.5 million tokens with G20 and GSR for market-making purposes.
