According to Jin10, Ukraine said it struck oil processing facilities in Russia's Perm region and Tatarstan overnight, resuming attacks after a U.S. envoy visited Moscow last weekend. Ukrainian President Volodymyr Zelensky said long-range forces were used against refineries in Perm and Tatarstan but gave no further details. Ukraine has continued intensive strikes on Russian refineries to weaken the country's ability to process crude oil and supply fuel to the domestic market. The attacks have caused a sharp drop in Russia's motor fuel output, forcing the government to impose a temporary ban on most gasoline and diesel exports. Perm has a refinery with a daily processing capacity of 260,000 barrels, located about 1,500 kilometers east of Moscow and owned by Lukoil, Russia's largest private oil producer. Tatarstan has multiple oil processing and petrochemical facilities, including Tatneft's 300,000-barrel-per-day Taneco and the 145,000-barrel-per-day independent refinery TAIF-NK.
