Revolut and OpenReserve have received preliminary approval from the U.S. Office of the Comptroller of the Currency (OCC) to establish national banks. Both plan to launch services related to cryptocurrencies and stablecoins, which stands in sharp contrast to the market’s earlier expectation that crypto bank charter approvals would remain frozen for a long time. Over the past two years, the OCC has continued to tighten its review of crypto-related bank applications, with most either withdrawn or left in indefinite limbo. The market has generally believed that U.S. regulators were effectively shutting down bank channels for crypto inflows. This approval directly breaks that expectation. The core of this contrast is a shift in regulatory logic: the OCC has not banned banks from engaging in crypto business, but instead requires such activities to be fully brought under the existing banking regulatory framework. As long as compliance standards are met, access will be granted rather than being categorically blocked.
