When many people hear “CLARITY,” they already have in their heads passing bills and a bullish market run.

At 2:15 PM Eastern Time on September 15, the Senate is scheduled to take up the cloture for H.R.3633—whether it can end the filibuster and move into formal consideration.
This is not the final vote.

I think this is what really should be watched: whether the 60-vote threshold can be reached. If they can’t, the bill remains on the calendar, but the window this year will be even tighter.

I’ve checked: both the Senate Calendar (govinfo) and the Democrats’ conference schedule page list the same time point. SEC Chair Atkins also publicly stated on September 2 that they hope to move forward within two weeks, and she mentioned the parallel Regulation of Crypto Assets.

A simple way to understand it: only after this hurdle can there be debate, amendments, and then another vote; if not, it just continues to get dragged out.

I also just pulled the current price from Coinbase spot—around 14:10 Beijing time, BTC ≈ $77,704, and ETH ≈ $2,400. The price isn’t on a direct causal chain with the bill’s schedule—don’t force the link.

The risks are also clear: on Kalshi, the odds for “legislation passes in 2026” are roughly fifty-fifty. The disagreements—such as stablecoin rewards and ethics provisions—haven’t been fully settled yet. If anything changes, we’ll update.
