Less than 5 months have passed since the first comprehensive federal encryption law in the U.S. took effect. The GENIUS Act will officially take effect on January 18, 2027, turning the issuance of stablecoins into a franchising activity—requiring 100% high-quality liquid asset reserves, monthly public proof of funds, and licensed operations. For investors holding stablecoins, this means that the USDC and USDT they hold will change from "grey-zone" assets into products resembling money-market funds that are under federal regulatory oversight. The risk-pricing logic will fundamentally change. The bill was passed in July 2025 by the Senate 68–30 and the House 308–122, and the Treasury Department and the OCC are currently moving forward with rulemaking.
