What should be most alarming is not that the “cause has been found,” but that this kind of disaster often occurs in high-altitude, cross-border areas where communications and monitoring conditions are limited, leaving people little time between anomaly and disaster. In the future, disaster prevention must not focus only on rainfall; it should also include monitoring changes in glaciers, natural dammed bodies, and river-valley settlements within the same monitoring system.
