Do you believe that?

On one side, the Fed is desperately shrinking its balance sheet, fighting inflation, and draining liquidity.
On the other side, the Treasury is desperately issuing debt, spending money, and flooding the market with cash.

One is stepping on the brakes, the other is stepping on the gas. And then you tell me they are "not in conflict"?
