At the White House in front of a room full of crypto and finance executives, Trump publicly urged Congress: send the “fair version” of the CLARITY Act to his desk as soon as possible.
The core issue this bill aims to address is actually quite simple—
Who should a given coin be governed by?
Should it fall under the U.S. Securities and Exchange Commission, or under the futures regulator?
The hardest part before was that nobody could figure it out clearly.
Project teams would issue the coins, and years later, regulators would suddenly tell you: “This might be a security.” That’s essentially punishing you after the fact.
The CLARITY Act wants to do the opposite: first clearly draw the boundaries, and then exchanges, project teams, and institutions can come under the rules accordingly.
The bill is already quite far along.
Last year, the House passed it 294 to 134. This May, it also cleared the Senate Banking Committee again. Now it just needs one more step: a full Senate vote.
That’s why Trump has started applying public pressure.
What’s really worth watching is this: the SEC and CFTC are already moving forward on crypto rules, but that’s at the administrative level—so the next administration could overturn it at any time.
Once Congress legislation passes, the “pro-crypto” stance can be truly written into law and become a long-term framework.
So this time, what the market is reacting to isn’t just one Trump remark.
It’s: U.S. crypto regulation may really be set in stone.
