According to Foresight News, he said some large transactions may be good, such as routers, while others may be bad, such as arbitrage, and that this should be decided at the application layer.

He said applications should charge for bad transactions and use those fees to subsidize good transactions. On network revenue, he said all PRAW fees will eventually be converted into priority fees in some form.
