According to a Foresight News report citing The Defiant, Arbitrum activated the Elara upgrade on August 20. The upgrade mainly introduces optional protocol-level transaction filtering, priority fee support, and an alternative data availability interface for dedicated chains, while also adjusting Arbitrum One’s base fee management and expanding Stylus contract capacity.
The compliance filtering feature is disabled by default. The dedicated chain owner enables it themselves. It can connect to external services such as TRM Labs or Chainalysis to generate a list of restricted addresses, and then, at the sequencer layer, simulate and reject transactions that violate rules. The priority fee feature is also disabled by default. The base fee on Arbitrum One can be adjusted by Offchain Labs within the limits approved by the DAO. The size limit for Stylus contract code has been increased from 24 KB to 96 KB.
