Dusk wants to use an in-house identity solution like Citadel plus optional privacy, to achieve: "Only the compliant party can see what it should; everyone else can’t see what it shouldn’t." If this approach works, it’s indeed stuck in a spot that other people aren’t very willing to touch.
But the biggest feature of the regulatory track is that it moves slowly. Whether the technology can be implemented is one thing; whether licenses are available, whether issuers are willing to use them, and whether there is liquidity in the secondary market are another—and the latter often takes years to materialize.
