The minutes of the Federal Reserve reveal how widely the argument for a rate hike in July was shared.

The Federal Reserve’s July meeting produced the central bank’s most divided monetary policy vote in years, and the minutes published on Wednesday set out the broad extent to which the case for an immediate increase in rates was made before the FOMC ultimately voted 9-3 to keep them unchanged.

Three regional bank presidents—Beth M. Hammack of the Federal Reserve Bank of Cleveland, Neel Kashkari of the Federal Reserve Bank of Minneapolis, and Lorie K. Logan of the Federal Reserve Bank of Dallas—dissented, each preferring a quarter-point increase. No member of the Board of Governors joined the dissent.
