Russia's central bank has published a draft regulation that would include digital currencies in the asset base used to calculate capital adequacy and other prudential metrics for professional financial market participants. According to ChainCatcher, the proposal would apply to brokers, asset management companies, foreign exchange dealers, and crypto exchange operators.
The draft says firms could count only cryptocurrencies permitted to trade on exchanges when calculating their own funds, and such assets could not exceed 25% of the total assets included in the calculation. It also requires the assets to be registered and held by a qualified crypto custodian. The central bank said the move is intended to bring crypto asset risks into capital regulation and strengthen the financial stability of intermediaries.
