Trump said, “After completely defeating Iran, we will declare the Strait of Hormuz as U.S. territory.” This is clearly extreme political rhetoric, used for psychological warfare and to mobilize support.
In essence, it implies that the U.S. has the capability to maintain long-term military dominance over the strait. But if it were to actually turn a natural international strait into its own territory, the legal and administrative hurdles would be almost infinite. International law and shipping conventions are there for everyone to see—very few countries would accept it.
In the short term, it can create deterrence and a propaganda effect, but actually implementing it is nearly impossible. The two sides still follow the old routine of fighting while negotiating.
