U.S. Vice President James David Vance asked President Volodymyr Zelensky during a phone call on July 31 to stop strikes on tankers that use the Russian port of Novorossiysk to transport Kazakh oil, and Zelensky agreed.
"According to Ukrainian officials, Ukraine has called off an intensive campaign of drone strikes on oil tankers using the critically important Black Sea port after a request from U.S. Vice President JD Vance at the end of last month. Washington was concerned that Ukraine would further destabilize oil markets and harm American companies by attacking tankers carrying oil from Kazakhstan to the Caspian Pipeline Consortium (CPC) terminal in the Russian port of Novorossiysk", the statement said.
According to officials, Ukraine agreed not to attack CPC infrastructure or non-Russian vessels if those vessels are not subject to Ukrainian sanctions and are not carrying Russian oil or other Russian cargoes.
