SEC set a meeting for August 14 to consider proposing Regulation Crypto.

This is their first formal rulemaking on crypto. The core is to design customized offering pathways for certain crypto investment contracts, so projects can raise funds more in a structured way without needing to complete full securities registration.

Previously, Atkins had outlined the rough direction: a small-amount exemption for startups—about $5 million within four years; larger offerings have annual limits; and once a team no longer actually manages the project, a safe harbor that falls within the securities category can be used.

The Congress CLARITY Act is still being held up, and the Senate adjourned without making progress. The regulators moved first.

If the proposal passes, there will still be several months of public comment before it can be truly implemented—so it’s still early. But for early-stage projects, the clarity will be a bit higher.

$BTC has been hovering around 63,000 for the past few days, and the ETF had a slight net inflow yesterday. Both the macro environment and regulation are waiting for a catalyst.
