On August 4, 2026, Cloudflare released a suite of digital wallet systems called Cloudflare Wallets during “Agents Week.” This isn’t a wallet for people—it’s a wallet for AI agents. Each Agent gets a virtual wallet, a set of spending limits, an encrypted identity identifier, and then can spend money independently on the internet.
The underlying protocol powering this system is called x402—a decentralized, open-source payment standard built on the Ethereum ecosystem. As of the end of April, x402 had processed a cumulative 165 million transactions, with nearly 70,000 active Agents, and an average amount of just 26 cents per transaction.
This set of numbers reveals a fact that most people have overlooked: AI Agents are becoming a new kind of economic participant, and the “bank” they choose is Ethereum.

Why traditional finance can’t serve AI Agents
At first glance, this looks like a technical detail, but in reality it’s a structural economic contradiction.
The transaction fees for traditional debit card payments are between $0.5 and $0.8, which is negligible for human everyday spending. But AI Agents’ spending patterns are completely different—they need to pay $0.001 to $0.01 per API call, pay a few cents per data query, and pay a few tens of cents per model inference. Within a day, a single Agent might initiate thousands of such micro-transactions.
Using a credit card to process these transactions is like mailing a letter in a shipping container.
The deeper question is this: traditional financial systems require every economic participant to have an identity—bank accounts, KYC reviews, credit scores. But AI Agents don’t have a nationality, don’t have passports, and don’t have credit records. They may be created in three seconds and disappear after completing a task. You can’t get a software entity that’s only been alive for 30 seconds to open a bank account.
That’s Ethereum’s window of opportunity.

Why Ethereum became the settlement layer for the Agent economy
The answer isn’t whether Ethereum is faster than Solana or smarter than Bitcoin. It lies in the combination of three structural advantages: programmability, non-shutdown, and identity abstraction.
Programmability
Ethereum’s smart contracts tightly bind the flow of funds to business logic. The ERC-8183 protocol defines a complete commercial framework for “task—delivery—settlement”: the Client publishes a task and locks funds, the Provider executes the task and submits results, and the Evaluator verifies the results and then releases the funds. The entire process requires no centralized platform involvement. This means that AI Agents can form fully autonomous supply chains: one Agent publishes a data analysis task, another Agent completes the analysis, a third Agent acts as a quality auditor, funds transfer automatically, and no human intervention is involved throughout.
Non-shutdown (cannot be shut down)
When Google and Coinbase jointly developed AP2 (Agent Payments Protocol), they chose to anchor the settlement layer on Ethereum and stablecoins, rather than building their own centralized clearing system. The reason is simple: if the settlement layer of the Agent economy is controlled by a single company, that company would have the power to “shut down” the entire AI economy. Ethereum’s decentralized nature ensures this can never happen.
Identity abstraction
The ERC-8004 standard, introduced by the dAI team of the Ethereum Foundation, provides an on-chain identity and reputation system for AI Agents. Agents don’t need passports—only an Ethereum address and a verifiable reputation record. As of early 2026, more than 150 projects and over 1,000 developers are building around this standard. MoonPay’s Open Wallet Standard goes even further, allowing AI to perform on-chain transactions without exposing private keys; more than a dozen institutions including PayPal, Ripple, and Circle have contributed to it.

If you think this is just some self-boosting in the crypto community, you may be underestimating the scale of this race.
In Q2 2026, global payment giants almost simultaneously entered the market: Visa launched the Intelligent Commerce Connect platform, unifying access to four major Agent payment protocols; Mastercard completed end-to-end AI agent real-payment validations in Europe, Asia-Pacific, and Hong Kong; Stripe acquired Privy and Bridge, and launched MPP (Machine Payments Protocol), partnering with Tempo Chain to build an “operating system for funds in the AI era”; Google, together with 60+ partners, released AP2, introducing a cryptographic signature authorization mechanism.
Ant Group demonstrated a complete three-layer business layout for agents at WAIC 2026—AI payments, an AI open platform, and an AI wallet. Its “Alipay AI Pay” has been integrated into the Qianwen app, completing 300 million agent payments. In April, China UnionPay released the (Agent Payment Open Protocol Framework) (APOP), building a standardized support system around identity trust, intent trust, and process trust.
Why are all these giants doing the same thing? Because a consensus is forming: by 2028, 33% of enterprise software will integrate AI Agents, and 15% of everyday work decisions will be completed autonomously by Agents (Gartner forecast). When a billion Agents need to execute autonomous trades, they will require a shared, neutral, and cannot-be-shut-down settlement layer.
As things stand, the Ethereum ecosystem is the only option that simultaneously satisfies all of the following conditions:
Decentralized, not controlled by any single entity
Programmable, supports complex conditional payments and business logic
Mature stablecoin infrastructure (USDC and USDT total market cap over $300 billion)
Account abstraction capability (EIP-7702/8141): Agents can flexibly manage identity and permissions
Gas costs continue to fall; after the Glamssterdam upgrade, the Gas limit is expected to increase from 60 million to 180 million

A deduction you probably didn’t think of
If Ethereum truly becomes the settlement layer for the AI Agent economy, the value anchor for ETH will undergo a fundamental shift.
In the past decade, ETH’s price has been driven mainly by speculative demand and DeFi activity. But if in the future there are billions of Agents making micro-payments on Ethereum every day—buying APIs, settling services, exchanging data—then ETH (and stablecoins on Ethereum) will no longer be just an “investment asset,” but rather a medium of exchange for machine economies.
This means that the amount of economic activity on Ethereum will no longer depend on the number of human users, but instead on the number of AI Agents. And theoretically, there is no limit to how many Agents there can be.
Visa’s report shows that within less than a year of the x402 protocol going live, the adjusted transaction volume reached $15 million, with 109.6 million transactions. Stripe’s MPP processed 115,000 transactions within the first 33 days after launch. These numbers are just the tip of the iceberg.

Most people are still using the “story from the last bull market” to understand Ethereum—DeFi, NFTs, and Layer 2. But what’s happening in 2026 may be bigger than all of those combined.
When AI Agents start to have wallets, have identities, and have the ability to autonomously consume, what they need is not a bank account, but a global, programmable, cannot-be-shut-down settlement layer.
Ethereum isn’t competing with Solana to see who is faster. It’s competing with the entire traditional financial system—who can provide the infrastructure for economic activity in the AI era.
