At FIL Dev Summit 7, the Filecoin Foundation officially launched the 'Constellation Program', aimed at comprehensively improving network governance efficiency and resource allocation rationality through community-driven, phased innovation. The program signifies that every ecological participant is like a star, coming together to form a navigation system that guides the development of the network.

Phase One: Nebula - Strengthening the Governance Foundation

The current plan is in the 'Nebula' phase, focusing on foundational construction and experimental testing, with core actions including:

1. Explore decision models: Collaborate with the Crypto-Economics Laboratory to test new decision models that enhance the consistency between stakeholder incentives and the long-term goals of the network.

2. Design new incentive measures: Collaborate with FIDL to test incentive models, strengthening the accountability of storage providers and FIL+ distributors and improving the quality of deliverables.

3. Upgrade FIP process: Optimize and improve the proposal process, enhancing its clarity and structure to ensure the safety and accountability of protocol evolution.

4. Develop governance tools: Redesign the voting interface and governance dashboard to improve transparency and lower participation barriers.

5. On-chain archiving of governance data: Through projects like Cha-Ching, key governance data will be archived on the Filecoin network, forming an auditable record repository.

Subsequent phase: From hub to galaxy

After the 'Nebula' phase, the plan is to enter the 'Hub' phase, focusing on scaling the governance system and aligning responsibilities, with more protocol logic encoded on-chain. The ultimate goal is to move towards the 'Galaxy' phase—forming a mature autonomous framework that achieves self-evolution of the protocol and full transparency in funding audits.

Core support: veFIL achieves long-term interest alignment

Inspired by the veCRV model, the Crypto Economics Lab introduces veFIL as an economic pillar. FIL holders can obtain veFIL by locking tokens and use it to participate in voting for public product funding distribution; the longer the locking period, the higher the voting weight. This design aims to incentivize long-term holders to deeply participate in governance, ensuring that public product funding distribution is community-led and resistant to centralization risks. The current plan is still being optimized, and community feedback is crucial.

Community builds the future together

Previously, public products such as RetroPGF and ProPGF have funded a large number of ecological projects. The launch of veFIL will leverage this foundation to build a transparent and trustworthy on-chain funding system, allowing long-term stakeholders to deeply participate in decision-making and drive the Filecoin ecosystem towards a sustainable future.
