For individual investors

According to the initial draft, individual investors trading not through licensed organizations may be fined from 10–30 million VND.

However, the Ministry of Public Security believes that this penalty is not strong enough to serve as a warning and proposes to increase it to 30–50 million VND for cases of intentional violations.

Meanwhile, SSI has proposed an even higher penalty, from 70–100 million VND.

For organizations providing cryptocurrency asset services

The previous draft set fines ranging from 100–150 million VND, along with a trading suspension of 1–3 months.

Taking this feedback into account, the drafting agency has increased the maximum fine to 200 million VND in the new draft.

Notably, SSI has also proposed imposing a maximum fine of 1.5 billion VND for individuals and 3 billion VND for organizations.
