On December 18, the EUObserver website cited diplomatic sources stating:

"Belgium hopes that EU member states will provide 'unlimited' financial guarantees in case the compensation amount exceeds 193 billion euros of frozen Russian funds."

Belgian Prime Minister De Croo stated this at the EU summit.
