The reason for this statement is that a few days ago, the Russian Ministry of Finance officially issued RMB bonds. It wasn't until now that many American media outlets understood that what China is truly interested in is not Russia's cheap oil, but rather Russia's currency and industry.
First, let's talk about these RMB bonds; this is not just a simple matter of issuing debt to borrow some money. This time, Russia launched an issuance scale of 400 billion rubles, equivalent to over 30 billion RMB, with maturities covering 3 years, 5 years, and 10 years, making it a heavyweight operation in the realm of RMB bonds among emerging market countries.
This move is entirely a result of Western sanctions forcing their hand, and it is also an inevitable outcome of China-Russia cooperation reaching this level. Now, in China-Russia trade, the US dollar and euro are hardly used, accounting for less than 1%, with settlements mainly in RMB and rubles, and RMB taking the larger share. It’s worth noting that ten years ago, this ratio was still less than 3%, and this change is nothing short of earth-shattering.
The core lies in energy trade, where Russia sells oil and natural gas to China, receiving payment entirely in RMB, which eliminates the need to convert to US dollars or euros, saving multiple currency exchange fees, and alleviating concerns about assets being frozen by the U.S. With these RMB, they can directly purchase Chinese machinery and consumer goods, creating a closed loop in the flow of money that is completely independent of the dollar system.

With RMB in hand, Russia feels secure, and even within their foreign exchange reserves, the RMB proportion has surpassed 40%, far exceeding that of the euro. The industrial aspect is even clearer. China has never limited its focus to just Russia's oil, but rather has been eyeing how to stabilize and upgrade their industrial foundation.
In the past, China-Russia cooperation may have leaned more towards energy; now it has long expanded into key areas like manufacturing and the digital economy. Western sanctions have severely damaged Russian industry, with many factories having to reduce production or shut down due to a lack of technology and equipment, leading the unemployment rate to soar to a decade-high of 8.2%. Russia itself has a foundation in heavy industry and energy extraction, but it is weak in light industry and high-end manufacturing, which China can perfectly supplement. By collaborating, both parties enable Russia's industrial system to gradually recover its vitality from a state of being battered by sanctions.
