Deputy mobilizes to annul changes in cryptocurrency declaration rules
Federal Deputy Júlia Zanatta (PL/SC) presented, on Tuesday (18), Legislative Decree Project No. 1013/2025, aimed at blocking the application of the new rules from the Federal Revenue regarding the declaration of operations with cryptocurrencies carried out by individuals and legal entities. According to the parliamentarian, the agency exceeded its powers by legislating through normative instruction.
One day before, on Monday (17), the Revenue Service published Normative Instruction RFB No. 2,291, which established the so-called Declaration of Cryptoassets (DeCripto), replacing the 2019 rules provided in IN 1888. Among the changes are the requirement that foreign companies operating in Brazil report their clients' transactions, as well as the obligation for Brazilians to declare operations made on platforms without a presence in the country. The regulation also provides for fines for those who fail to comply with the determinations.
